Samra Haroon Bilour, adviser to the Khyber Pakhtunkhwa governor on information, has accused Jamiat Ulema-e-Islam (F) chief Maulana Fazlur Rehman of obtaining Libyan funds through alleged fraud to construct the Mufti Mahmood Centre in Peshawar.
In a statement, Bilour said documents had emerged concerning the centre, located along Ring Road, suggesting that Libyan money was used for its construction while ownership of the property appeared to be registered in Fazlur Rehman’s name.
She also alleged that parts of the centre’s exterior structures encroached on government right-of-way land.
Bilour said encroachments had persisted despite a notice issued in 2019, adding that the centre’s administration was served another notice in May 2026.
She called for enforcement of the law to remove the encroachments and reclaim government land.
